The project is the need to revive the town’s central town of Baruta and restore its historic role as founding center southeast of the city of Caracas. For this we have installed the new seat of municipal government in the context of the Plaza Bolivar and the Christ of the people of Baruta, which despite being an area of ??certain historical, cultural and urban development presents a marked deterioration in addition to a series problems that deserve to be addressed within a comprehensive strategy for urban renewal. From the urban point of view We pretend that the new site can help generate investment in the sector, which are able to boost its economy and eventually improve the living conditions of the population that inhabits it.

The intervention was framed within the context of a general plan, in addition to intervening in the first instance the environment of the central plaza, three interventions involved other access points to the central town of the town. In these sectors aim to organize a market, public transport terminals, parking lots and plazas that allow both the user and the vehicle transport particularly at pedestrian travel comfortably in an area not more than four meters long.

The new building occupies an entire block located between two squares, and taking place in two distinct structures. One of them, the more horizontal, houses the City Council and the other, a little more vertical profile, which is the seat of the municipality itself. The first structure is located between two squares, which are connected visually and physically through the Chamber of the City Council, which has devised an integrated outdoor space and high permeability to the public. The second structure is developed around an open courtyard, which is linked to the four urban front of the building through websites that allow you to be used as public space.

The patio is organizing the plant in four wings that are targeted based on respective urban fronts and which have their specific services, some of which are shared. Each wing has been fitted with an outer skin that allows you to protect the climate and sun, and also guarantees a certain level of identity to each one of them. This helps the building to recognize the exterior and a unique structure, but also as a hybrid product of the assembly of various pieces in shape, size, height, color and texture. This seeks to give the project a scale commensurate with that of the surrounding buildings.

The interior space is developed through a double height covered plaza located on the ground floor, which concentrates more public functions of the building and citizen services, banks and multipurpose room. Access to higher levels, which will use more controlled, occurs through a series of steps arranged in a vertical large atrium, as well as ramps to allow passage for people with disabilities.

The building takes advantage of the fluidity of interior public space to produce ventilation flows inwards to take advantage of the patio as a hot air extraction. Looks in this regard to ensure maximum natural lighting and ventilation and maximum comfort level possible for aerial work.
