Here are the winning Honorable Mention, by the study RTA-Office, Directed by architect Santiago Parramón. Block 39 is a Centre for the Promotion of Science for the city of Belgrade, Republic of Serbia. Its design was described by the jury as “an excellent urban and architectural solution.” The project has been designed and developed jointly by teams RTA – Office of Barcelona and Shanghai, cities where the firm has offices. This center for the promotion of science is presented as a motor generator of the process of renewal and development of the new public area, cultural and university in Belgrade, the area known as Block 39.

RTA-Office raised a building that generates an event, a center of urban institutional expression become an international claim. The study seeks to occupy the space and transform it, setting the standard for a new fluid system that packages, freeing you from the rigid structures of urban organization and giving it back to the city. A place of knowledge, open, continuous, smooth and without obstacles.

The approach of the RTA-Office building has been prepared considering that Serbia is a crossroads of cultures from East and West. Thus, Block 39 is disposed in a cross with a dramatic lobby in its central space that offers the possibility to freely choose the path your visitors. The entrances to the building are numerous, but all converge in the large lobby. To the northeast are the temporary exhibitions and the employee area, west and east Bookseller Science Club and the permanent exhibitions. Along with these, the restaurant, the planetarium and a conference hall which can be accessed through the garden of science

The result is a single volume, which is configured as a unitary whole. The proposal comes from the fusion between the-art modeling and construction of 3D space, the most delicate treatment harmonious integration with the landscape and a strong commitment to sustainability, energy efficiency and conditioning building

The strong expression of material is achieved by the use of a single material, recycled black steel, specially chosen for the skin of this building with its elegant and evocative texture dark. In contrast, steel cuts and grooves, right where there is contact with the outside inside, which has as objective to provide some points of natural light and a selection of interesting sights.

The RTA-Office proposal seeks to use best practices in design and construction phases to reduce significantly or eliminate the negative impact of buildings on the environment and thus achieve leadership in energy & environmental design for the building to be certified “Green “LEED by the Green Bulding Council WORLDGBS New York. The energy efficiency target of the new building is to achieve a 70% saving energy and maximum energy efficiency rating “A”.
