The Municipality of Rosario , the College of Architects of the Province of Santa Fe and the College of Architecture hosted the District 2 Latin American Competition of Ideas for the construction of the Bicentennial Library. This competition saw the participation of several offices in both Argentina and other Latin American countries . We began our work with a survey of more than 80 people confirmed what we anticipated intuitively. While more than 98 % of respondents see reading as an activity practiced with any regularity, only 12 % have visited a library at least once in the past year. The causes of this phenomenon are many and their complexity is extensive but the important thing is that this data lies the challenge that this project entails: How to reverse the phenomenon that affects most public libraries that is gradually losing influence and appeal of the community goes beyond the arguably laudable its purpose?
