The new aquatic complex should meet the needs of the future powers and at the same time serve as a new center for training in swimming. Required four new swimming pools (one Olympic 50m x 25m , one 30m x 25m for synchronized swimming and two 50m x 25m for education) .

The proposal was to link these four pools by a system of gardens with native vegetation on the edges of tropical wetlands . An aquatic landscape works as a system to separate the public areas of the sports areas .

Architecture is always in constant tension and dependence on the gardens. The program required a complex of baths and dressing rooms for swimmers and the general public , these areas are under the level of the pools and decks are planted with gardens. A system of courts under the ground level naturally illuminates these areas and serves as a meeting place and heating for athletes.
